Moçambique é um laboratório fértil para testes. O último teste provou que graças ao sistema de produção nacional do Arquivo de Identificação Civil se leva seis à um ano para a emissão de um bilhete de identidade. O governo acordou ao facto de que esse é um atraso que não pode ser tolerado – o prazo inicial previsto para a emissão de um bilhete de identidade era de 15 dias.

Eu tive a sorte de obter o meu BI após três meses, e estava a começar em pensar na estratégia para “tirar” um outro quando o actual caducar em Agosto de 2009. Mas graças à um novo teste que o governo julga necessário, poderei não ter dores de cabeça para a obtenção de um BI (Não preciso de falar da importância do BI para o cidadão).

Doravante, a produção do BI ficará à cargo de uma empresa privada. Não vejo problemas nisso, tanto que precisamos de desenvolver a burguesia nacional. Mas leiam a parte grifada (texto em inglês) antes de mais.

• 421208E IDENTITY CARDS AND PASSPORTS TO BE PRODUCED BY PRIVATE COMPANY Maputo, 10 Dec (AIM) - The Mozambican government is preparing to privatise the production of identity cards and passports, following repeated scandals concerning the delays in issuing such documents, and the mysterious appearance of passports, and residence documents for foreigners in the hands of persons who are not entitled to them. The government spokesperson, Deputy Education Minister Luis Covane, told reporters on Tuesday, following a Cabinet meeting, that next year, the government will sign a contract with a private company to produce the identity documents. The government will select the company, and the contract will not be put out to tender. Previously passports have been issued by the National Immigration Directorate and identity cards by the Civil Identification Office. Last week Interior Minister Jose Pacheco admitted that 400 passports had been stolen from the Immigration Directorate, while AIM knows of citizens who received their identity card a full year after applying for them. The nature of the Mozambican state and legal system is such that life can become very difficult for citizens without identification papers. Covane said that this decision was taken after the government realized that its own services were failed to respond to the need of Mozambicans for identity documents. Covane added that farming out the production of these documents to private operators will guarantee greater reliability and speed. “Leasing the issuing of IDs and passports to a private company will mean a revolution in the whole way of doing things. We are unable to solve the problem of identification of our citizens with the current mechanisms. The problem of a state is to have its citizens duly identified, with documents”, he said. To carry out this project, the government has set up a team of experts from the Interior, Finance, and Science and Technology Ministers, each of whom will have specific tasks in the project. “The government is to negotiate and sign a direct contract with a private company to issue IDs and passports, with guaranteed security features”, said Covane. “The Finance Minister has been authorised to sign a contract with the selected company. We want all citizens to have identification documents”. The Interior Ministry will be in charge of the entire process, while the Finance Ministry will negotiate the contract. The Science and Technology Ministry will supervise the technical and scientific aspects. “The Interior Ministry will oversee the process because it has agents qualified to see if the documents have all the relevant information for citizens to be allowed to move around safely, both inside and outside the country”, said Covane.(AIM)

Para o benefício dos que não lêem Inglês, vou traduzir livremente a parte grifada: “... o governo assinará um contrato com uma empresa privada para produzir os documentos de identidade (BI e passaporte). O governo fará a selecção da empresa, e o contrato não será objecto de concurso.”

É isso mesmo. O governo vai escolher a empresa que produzirá os documentos. A notícia não diz que justificação o vice-Ministro Covane deu aos jornalistas, o que é uma pena.

Pessoalmente, gostaria de saber as razões que levam a governo a proceder desta forma, ie, entregar a produção de documentos de identidades sem concurso público. Isso não dará azo para acusações de clientelismo? Se o cometimento desse governo é ser mais transparente, o que motivou a inversão de marcha? São dúvidas que me parecem pertinentes......
